Chief Justice John Roberts Jr. is considering an ethics code for the U.S. Supreme Court, according to Justice Elena Kagan, who joined Justice Samuel Alito Jr. for a rare hearing on Capitol Hill about the court's budget. Kagan, addressing a question about clerk-hiring practices, said "it is important forus to use whatever bully pulpit we have" to promote recruiting minorities for the Supreme Court, Tony Mauro reports.
